Website Development vs Website Design: What Actually Matters for a New Business
Most people asking for "a website" are actually asking for two different things at once, and don't realize it.
Website design is how it looks and how it feels to use: layout, typography, color, the path someone's eyes and thumb take from landing on the page to doing the thing you want them to do. Website development is what makes it actually work: the code, the hosting, the forms that submit, the pages that load fast, the site that doesn't break when 50 people hit it at once.
You can have one without the other, and both versions fail the same way.
Good design, bad development
The site looks sharp in the pitch deck. Then it takes 8 seconds to load on a phone with average Indonesian mobile data, the contact form silently fails, and nobody notices until a lead complains they never got a reply.

The site is fast, secure, technically clean. It also looks like a template nobody customized, says nothing specific about the business, and converts at half the rate of a competitor with worse code and better copy.
Neither one is "a website that works." A website that works is both, built together, not bolted on separately.
What this actually costs you when it's split
A common pattern: hire a designer for a mockup, then hand it to whoever's cheapest to "just build it." The build always drifts from the design, because the person coding it wasn't in the room when the design decisions got made. You end up with 70% of what you approved, and nobody to hold accountable for the other 30%.
What to actually check before you hire anyone
- Can they show you a live site they built end to end, not a Figma file someone else coded?
- Do they talk about load time and mobile performance unprompted, or only when you ask?
- Is technical SEO (page structure, metadata, sitemap) part of the build, or an upsell you find out about later?
If the answer to any of these is unclear, you're about to pay for design and development separately, and get neither done properly.
